Sorry, not really up on error codes, but I will throw a guess out there, isn't this one you get when the server/site you are trying to reach is unreachable, maybe your computer did an OS update and somehow a blocker or something got turned on? I wish I could help.
going to ask the obvious, since one of the most common issues with launching is it, do you have dx9c installed?
