You can buy it from merchants in north freeport. There are 3 merchants around a big tree that sells all the apprentice II spells. They also have this "melancholy something" spell

this was probably the worst 14-16 silver I ever spent, though now I have the money and much more.. at the time I was strapped... its not worth it unless you have money you are itching to spend... my advice.. find a Dirge to show you what it does... your desire for this "fun" spell will quickly fade
Even if you aren't short on cash the level 20 fun song doesn't worth it, it is a real disappointement. At least, if the song affected the whole group and not only a single player that would be a bit better. And finaly, the targeted player doesn't even remotely look melancholic, it's more a "shy" or "blush" emote.
