I cannot complete this quest. I sent in a petition they advised there was nothing they could do and to report the bug.
After several different attempts to break the quest and have it do as you described, I was unable to. Each time, regardless of my level, regardless of me or my pet defeating the encounters, regardless of how fast I was defeating them, they all reset/died properly and the quest advanced as normal.
