Fixed Internally Bosses in H1's (maybe others) casting resolve reduction debuffs

Blood and Sand: Quartermaster casts Weight of Value on two players randomly effect: Reduces resolve by 500 resulting in pretty much death if its not instant cured.

Sultan's Dagger: Second named maybe Kerrem B'ayet, name of the debuff is Subtle State. Also reduces resolve by 500.

It's called "Subtle State" or something like that for the debuff in Sultans, I think.

Kigathor 2nd to last name, stiffle effect might also do this but, I don't have first hand knowledge of it myself.

Ouch, that's an ugly effect! Will an AOE blocker stop it? Is there an emote or something that would tell you it's coming?

Instead of reducing resolve, Weight of Value and Subtle State now reduce damage reduction. (Not by 500%!)

This is fixed now.
