All weapons in VP have lower ratings than lower resolve gear from other locations. Compare Hoshkar's Voltaic Flameslasher at 365 resolve which has a 2701.4 rating to Aggrandized Maul of the Completed a 360 resolve weapon sitting at 2985.7 rating.
^^^^^ Both stated DR's are well within the range of top end for the GU. The variable DR ranges have always been present in every GU. Not an issue.
Weapon damage rating has nothing to do with resolve, or any other stat on an item. It is a factor of the weapons level, and tier. The tier 9 (Fabled) weapon will have a lower rating then a similar level tier 11 (Mythical) weapon.
