This bug is applying to all Dracur hunter's sold by Hunter Scartyr ( -2063, -604, -684 ) in Withered Lands for the following stats & proc names: *Damage Rating. This is usually of raid quality for one expansion tier forward. *Available Slots. Missing a white slot, this usually matches the current tier of raid gear. *Stats and damage from procs are stagnant as well. Comparing all previous expansion hunter's items to each other you can see there is a bug that prevents improvement to Damage Rating, Proc amount, Fervor amount, and slot count. Listing just the last 3, and excluding the aforementioned Skyshrine prefix'd items from another bug report.
