Fixed Internally city festival halas

    not sure if this is the right spot or not, but it appears they broke something yet again. before downtime I was working the halas festival. when I logged back in, it's gone. event is supposed to go on from the 1st thru the 7th.

    That was odd. I am not sure why it was missing on a few servers, but not others. I reactivated it on all servers, and confirmed it's back on Maj'Dul and Rivervale, just to be sure.
