Fixed Internally [BUG] Overseer agent multi-tasking function

Test Server Build: 15276T

Pretty sure this is not intended: Had an agent (Kror McKroffan) get injured on a mission, and sent him off on the recovery mission (Captured by Wood Elves.) There's still a bit more than an hour left on the mission - but he's available to send out on another mission:

Of course, if this is a new multi-tasking ability that was sekretly added, please mark as Not a Bug, and I will squish this post.

Thanks @Bunji - here's today's update. Rittan D'Sal, injured on a mission, sent out recovery Scorched by Elementals to get them back early. Over 5 hours left on the recovery mission, but he's available to send out on mission again (if I had any available).

I think I found the issue with this. Will be part of the next major game update, since we have more Overseer updates involved.
