Yes, this does seem to be a bug. You seem to be using a lower rank than I am (Rank 10), as I have 25% of casters max health listed in my effects. My regeneration is 1.1% every 6 seconds (9 minutes to get full ward) While yours seems to be 0.6% every 6 seconds(16 mins for full ward). The amount of the ward appears to be based on the caster level. If so, I am guessing that Alarra is higher level than 73, probably at or near to 110.
When I was testing in some old KA zones the ward would only prevent half the damage. I will test in other zones and see if there is a difference there. If it is only stopping half the damage then I would say it isn't working properly and will post a separate bug report
Alarra, the ward percentage does seem to scale with level, but the issue is not the amount blocked but the regeneration value being incorrect (as well as being worthless). </3

At level 110 I saw absolutely no difference in my health bar moving when I had this ability and when I didn't. I commend the OP for all the hard work in researching this and I hope it produces results. (Although it's extremely hard not to be cynical).
Well, if you are doing Heroic zones, if the mobs are hitting you for more than 25% health you will probably lose it in like 2 hits when you do actually get hit.
