There's an NPC at the Crossroads in Commonlands named Captain Feralis, and he has some really awesome looking armor, specifically his cloak and shoulders. Some of the other Freeport Militia NPC's wear it, some of them don't. The picture of him on EQ2i is not current, he doesn't have that appearance anymore. That is the Freeport Ceremonial Vanguard Armor set, which can be purchased off of Viducius Festus once you have done the quests that grant access.
