Around 0.0000001% That questline is crazy and has driven most of us nuts. BTW if you use the scales in the wrong order to summon the dragons the quest breaks and you will be told by support to go get the scales again... DON'T ACCEPT THAT ANSWER IF IT HAPPENS TO YOU! I told the support person there was no way in heck I was going to get new scales due to their bug and they put them into my inventory.
