You can't buy spell upgrades from the cash shop and you can't research spells either. You have to craft/find/buy them from other players. BTW, you can craft up to expert quality spells if you have the rare resource needed and the necessary recipe of course.
so grandmaster level ability is found through killin raid mobs? or they dont exist? or purchased thru pvp tokens? team oriented skill/version?
Grandmaster will come only from the character advancement tab every ten levels starting at lvl 14. The highest dropped spells are Master. PVP tokens were removed. IDK what you mean by team oriented skill/version.
How is it that I can look on EQ2U and people have masters that aren't even discovered on Tarinax yet ?
