I know this is probably going to be considered a "minor" issue.... but for the love of all that's holy, can we please get Call of the Veteran fixed so it actually works?! It may well be the straw that breaks the camel's back if I have to sit here and look at the "Teleport request pending...." message many more times. I appreciate the veteran reward, I do. I'd appreciate it even more if the damn thing actually worked.
It's nothing to do with the RNG. The most common reasons CoV fails is if one or the other of you are fighting, have aggro but not fighting yet, are on a transport such as the Shik'Nar mounts in The Blinding or a Griffon, if you are on an elevator that moves you from one floor to another.
The RNG mention was because it's a crapshoot getting it to work. As someone that two-boxes a lot, this definitely impacts my game. And apologies, but none of the examples you give are ones I've encountered, as I've generally got one character running an errand to a city, back to the guildhall for tradeskill ingredients that I missed due to a lack of levels, or other errands, while the other "holds" a spot wherever we were adventuring. I wouldn't even try to CoV, if both weren't in a "ready" state.
I have to agree with the OP that some of the reasons it fails were not mentioned by Sigdrifa. One thing that my companions and I have learned, is that if the person you are trying to CoV to or from has been sitting idle for some time, from the active person's computers point of view, that idle person does not exist in the game. We have taken to ensuring we move not just one, but both parties around a little bit before attempting CoV. This has fixed a huge portion of our aggravation from CoV failures. It still tends to fail at times that it should not, but not as much as it used to.
Oh, for cryin' out loud. I can understand if you're currently engaged, but if you're just being chased or whatever, CoV would be the perfect rescue, like an Evac (most of which other than the Scouts' ability doesn't seem to work, either: "No, you can't escape a fight by Call to Home or Guild Hall. No, you can't escape by Fast Travel. No, you can't escape, because we don't want you to. Stay there and die, you whiny baby; repairs aren't that expensive."), So, basically, unless you're standing completely still, it won't work? The least they could do is have an alternate message, like, "We're sorry, that person can't answer your Call right now, but you've got a minute before it goes away; may we interest you in some lovely background tunes?" or something. :-/ Uwk
"Sitting idle for some time" is now PTB-speak for "We're gonna ban their butts for going /afk and still twitching a bit. Their pet or mount or merc is twitching occasionally, that means they're obviously bots." (well, if you actually did something about Broker inflation, o PTBs, maybe you wouldn't have to worry about potential plat farmers...) I've "sat idle" for less than 2 minutes and been forced /afk, which always worried me. :-/ So, yeah, I can see the game now thinking that anyone who's /afk for whatever reason ("Bio break! I'll be back to the instance in 3 minutes! No, I don't want to have to /camp to Character Select -- oh, bother...") doesn't exist these days. :-/ Uwk who had a buddy who was falling victim to incessant chatter-boxes in a guild, and would deliberately go /afk to do rush writs and other crafting in peace and quiet...guess that's not allowed any more :-/
Hehe, sitting afk next to the npc's in New Halas by the Erolissi shrine does not constitute someone going afk while camping mobs out in the world. Every time I walked by my computer, I sent my overseers out again, and when the Erolissi mission was completed, I would talk to the npc again. None of this can be done while botting.
I just realized, Uwk, that you were responding to a different post than the one I was thinking of. Yes, we do have characters that sit idle for a while at times. I have two accounts running and most of the time, my secondary account sits there idle while I adventure on Daemora. I use the secondary account as my "voice" in voice chat, because with all the zoning I do on Daemora and the game crashing so much of the time, if Daemora crashes, I can let my friends know immediately that she has crashed. They do the same thing. But there are times where we might be standing around for a PQ or something, and we don't want to leave the area, so we will switch over to the secondary account to do some things, then someone else will log in and want to CoV to us for the PQ or whatever it is we might be waiting on, and that is what I meant by standing idle. Being "idle", however, does not necessarily equate to any length of time. If the other person just logged on and my character was standing idle at the time they logged on (even if it was only a few minutes or so), and they try to CoV to my character, you can bet CoV is going to fail, because my character hasn't moved since they logged their character on, so their character (computer) does not recognize the existence of my character in the game yet. Therefore, it doesn't matter whether we were standing idle or not, we always move our characters on both sides before using CoV. There is less chance of failure then.
mmmh, interesting. I had, as usual, massive troubles using CoV to reach the south graveyard in CL for Erollisi day, usually alting to another char on an account while the other char was waiting at PQ loc. And sometimes COV works, sometimes it fails. This would explain why even if the char standing in CL wasn't afk at all (but idle for the 1minute time frame used to alt and try to CoV). Thanks.
I think, in that case, it may probably have been just one of those random CoV failures. If you moved your character at the PQ prior to alting over, then moved your alt toon that was already in game, then used CoV, it should have worked (but will still sometimes, randomly and for no apparent explanation, fail). If you just logged your alt toon in, and used CoV before moving the toon at the PQ location, CoV will likely fail since (from the alt's point of view), your PQ toon does not yet exist in the game for the alt toon. You should move them both around a bit, then use CoV. It's crazy, I know, but seems to be the case, as we don't seem to have as many CoV failures when we do this.
We haven't been able to reproduce this issue internally. Is it still happening, and can anybody provide any additional info that can help us track it down?
I used the "move with both alts" trick posted above and it hasn't failed in a while. I'll have to try again in CL when I remember it IG, it's the place where I always had the most trouble. You can't call to Coliseum of Valor too (I think the flag for a direct port there goes in the way).

Thanks for checking into this. Just now I tried summoning one (ftp) character. The caster was in Kylong Plains and the target was in the Sanctum of the Duality. I got the portal, I got the message to the target, but no teleport. The target character then used a Return to Mara stone, and I tried summoning again. Same result- portal, option to travel or summon, got popup at the target character, but no teleport. Other causes of COV failure: 1) Trying to summon/zone to someone too close to a zone entrance. 2) Trying to summon/zone someone somewhere an access quest has been required to grant access to a zone, regardless of whether access has been completed on those toons. 3) Trying to summon/zone into raid zones. 4) Trying to summon/zone to someone with a different persistent lockout timer. 5) Trying to summon/zone to specialized instances where only one toon is allowed. However, there are some times it actually bugs out though, and just won't go to someone even when no fail conditions are present.
