It seems that we get the same quest everyday which is annoying. Till recently 4 different quests were rotating. Since the hunter quest reset time is 18 hours = - 6 hours modulo 24 the hunter cycle period was 4 days and we were getting quest 1. quest 2, quest 3, quest 1, quest 1 at time T , T-6. T-12, T-18, T. It is probablly non intentional, i think the bug appeared after the last patch.
The reset time is 18 hours, not 16 hours. They are aware of the problem with it not rotating. They mentioned in discord that a fix was coming in the next patch.
