Wizard Vortex Question

The latest wizard Vortex spell (Stormvolt Vortex 108) looks like it doesn't deal extra damage on spells over 115. Is this simply an inaccurate description or is this how it really works? If this really is how it works, what do you use instead?

Game Description
Direct damage spells which cost at least 100 mana and are no higher than level 115 will deal between 55% and $1% more damage to this target for 18 secs (3 ticks) or until %L spells have been increased.
