Why is old Sebilis jacked up for hardcore heritage when its the level 50 simple task hot zone?

    I just got the level 50 hot zone quest sending me to old Sebilis to kill 5 scarabs or golems. When I get there I find out that the zone levels are jacked up for hardcore heritage.
    What brainiac thought this was a good idea? Great management...NOT.

    Why did they change it to HH before July 1st? Are they not following the schedule?

    Phase 2: June 17th to July 30th
