Where are the Type 3 Augs from House of Thule

I missed something and need some help.

I cannot get Rotharran Radheim (Purveyor of the Delvers) to offer me any Type 3 Augmentations. I have 3 toons that have reached Ally with the Dream Delvers. Also, all three have completed the Tier 1 and 2 Merc and Parts. (I think I have 2 Missions left in Tier 2) My toons all exceed level 90 now too.

What have I missed? Your help will be appreciated.

It looks like you need to complete T1/T2.

Do you mean that all of the Missions (which have to bearing on Mercenary or Partisan completion) also have to be completed?

Some of the NPC's you needed to stand on top for that expansion of but I expect it might missing progression.
and just because it says you have the same faction level it might require MAX of the level.

They popped when I completed the two missions from Erudin Burning. They are sort of anti-climatic since my toons are getting their spells from Alaris. So, just for the record, EVERYTHING has to be completed from Tier 1 and Tier 2 and your faction my meet or exceed the required level.
