When Exactly are We going to be Able to Buy TDS?

So I have been scouring the posts and I have yet to see SOE post when exactly we can purchase TDS. Is it going to be 12:01 am Tuesday the 28th ? Will it be later on the 28th? Will it be on the 27th after the update?

A little heads up would be greatly appreciated on this SOE.

When the servers come up after the patch to launch TDS. When you log in I expect a pop up offering you a chance to buy it. If you have an account without the current expansion(s) you already get the pop up offering them, so the code is already there.
