Hello, Never placed past LDON (Agnarr) but Shei cloak is indispensible. Im curious, when does this item lose it's value? And then I'm wondering if it's worth just getting by with the voice of the serpent (ssra clicky). Thank you.
There are two items with the same effect as the Shei cloak; there is not an upgrade to it as of today.

All of the items listed on that ZAM link have the Harmonize click effect on them. Shadowsong Cloak, as you said, is a drop from Shei Vinitras from SoL expansion. Bloodfiend`s Throat Gem is from the Hardcore Heritage Cazic-Thule zone for level 80+. Phosphorescent Rapier of Dim Light is an evolving item first available in Underfoot and then again in CotF, both purchasable from merchants. The necessary Underfoot currency is eventually available by simply purchasing a Bag of Gold Tokens from the Loyalty merchant, making the rapier an easy grab on the regular servers if one hasn't already done a bunch of CotF HAs. Levels for the evolving rapier are as follows, each providing the same Harmonize click effect: 1. Phosphorescent Rapier of Dim Light 2. Phosphorescent Rapier of Faint Light 3. Phosphorescent Rapier of Bright Light 4. Phosphorescent Rapier of Intense Light 5. Phosphorescent Rapier of Dazzling Light There's no point in leveling the rapier if all you're after is the Harmonize effect. But being that you're on Agnarr, your only options are Shadowsong Cloak and Voice of the Serpent. Despite what the spell parsers and the in-game descriptions state, Harmonize is a +90% singing mod and Resonance is a +60% singing mod. So, it's worth picking up the cloak if you can. Harmonize and Resonance use SPA 118, which gets calculated as value / 10.0f and used as a multiplier. The Amplification song also uses the same SPA, providing +150% singing mod at level 110 and +100% at level 65. With the August 16, 2017 game update, they added SPA 118 item click effects as item AAs, so once you click the item once (can remove the Shadow of Amplification buff effect), it'll always be active as a passive AA benefit.
Get the cloak, its why shei died daily, well into OoW on phinny. Even now, whenever a box bard is rolled, Shei rolls a tear.
