The recipe uses the melee stat augment Velium Infused Gem of Adroitness but the resultant augment has Sympathetic Spike of Ice which only works for caster spells. As such, the effect does not trigger for melee classes. Most likely, this aug should have an effect similar to the Whispering Midnight Assaulting __ augments.
There's 3 versions of the aug. 1 for casters (Freezing), 1 for melee/tanks (Striking), and 1 for healers (Soothing). Cycle through until you get the melee one.
