Unsure if it's considerable as a bug but (overseer)

I have this issue with overseer where I have been unable to do my leveled quests because I don't have the heroes. The recruitment quests would be the way to fix this but my ability to do the recrutement quests is also compromised because all except fighters require levels of things I don't have. Whenever a quest type gets to level 5 I can't do them anymore with the exception of recruit fighters and research which aren't always in my lineup so there ends up being days I just can't do any. this was a common problem before the changes to the requirements of many before hitting level 5. When I can't even do recruiting every day and sometimes I can't even do research and have no options it feels like this is still a broken feature. There should at least be a mechanic that only allows you to get recruitment missions that you are able to take to keep a flow of agents coming in 'til you can do the rest.

Its not a bug. You have to convert commons to uncommons and uncommons to rares and rares to elites..

I have, that isn't news that's part of the tutorial for overseer I have converted them and it's still lacking
Editing to clarify I have always converted when there has been at least 3 in any category that are extras (have more than one version) I still have days I can't so anything and days where I can do only 1 or 2 tasks and none being recruit unless it's recrute fighters. Soulbanshee assumed absolute stupidity and was wrong

Are you retiring when you have 3+ of any elites so you can convert them back to rares?
