While trying to fix my Buff and Short Duration Buff windows I had to turn on the borders so I could reposition them. In another window I saw the <ToggleBorder> tag which seemed useful to use instead of editing the xml to turn the border on and off. However, when I toggle the border off the spell icons / spell cast icons vanish as well And when I toggle the border back on, the spell icons return EQUI_BuffWindow EQUI_CastSpellWnd EQUI_ShortDurationBuffWindow
