Tower of Rot (ahh smurf here we go again)

    NPCs related to Narius' Plan are bunched up along with random trash and stuck in a wall above a grappling hook location. This is preventing new quest NPCs from spawning, or perhaps they're spawning in the dogpile, I don't know. Bertox/Saryrn.

    A group had just wiped and gone afk near the blob so I logged, no idea if they have help enroute or what.
