You positive you or someone in your grp from requesting raid didn't have a lockout on those? b/c it'll let you request with lockout. I just did it a day or two ago and they were broken b/c of regen but the fabled were up.
Mine is currently bugged as well, but different, I was able to get through the first 3 phases just fine as normal, than 4th phase and every fabled boss except Fabled Terris was regenning to full health after 6-8 seconds of combat.
