I can see why the first part might be needed in addition to the second part. If characters could still avoid the lockout, they could cycle alts through the mission to eat the lockout timer and loot the chest. This would only be useful for Rk II spells on live servers, but I think they could transfer all gear back their main on FV. I'm having trouble thinking of a reason why characters need to be in the shared task to loot the chest, as long as they're still receiving the lockout timer. Maybe it's just precautionary on the devs parts to prevent an issue they can't think of, or maybe they know of a practical reason. It's definitely not a perfect solution, but I don't know what would be.
