I think Daybreak's mentality here is that because Test server doesn't get the expansions for free on release anymore, there's no point in pushing the patch to Test first since it won't be tested by the Test population. This is wrong, of course, because people on Test do have subscriptions and buy the latest expansions, plus many on live servers care enough to /testcopy over, test the changes, and provide feedback. ... test.
The difference is, or was that on Test, they wanted to know about the bugs, and made some effort to correct them.
