This augments focus is supposed to reduce the recast timer of the disc earthforce. However since two items with the same focus effect are not additive it ends up doing nothing because every monk chest item has the same focus but for more of a reduction. Monk BP trumps this aug always. There is no scenario where a monk would not be wearing his chest focus so this aug is just a waste. Could it be made useful and instead add 6 seconds duration to earthforce? Since I do not think there is a clean way to have 2 items focus effect add together giving you the aug reduction in addition to the bp reduction, without breaking something else.
