Since I found other volumes on different vendors, I made sure to search available vendors nearby to see if they might have the books, but was unsuccessful in my search.
Not a bug, certain cultural books are only available as you skill up. Theres a min skill required for each before it will show to purchase. I find all of those on the vendor.
Thought I was high enough in the Tailoring skill, guess I need to work on it a bit more before trying to get the rest of the books. Thanks for the information and definitely this post can be removed.
Step VIII requires an unmodified skill of 175 to see on a vendor. Step IX and Sacred Symbols requires an unmodified skill of 200. Step X requires an unmodified skill of 250. Step XI requires an unmodified skill of 275 Steps XII and XIII require an unmodified skill of 300.
