Magelo shows "Stormclaw" as appearing all over the middle of the main forest area. My guess would be most likely a roaming placeholder or placeholders. Probably a griffon but may as well kill everything there.
He is super rare bear. Usually seen up briefly after servers come up. Maybe near the poacher camp. Drops mnk/bst weapon called Stormclaws.
