For what it's worth there ARE quests later on (using the task system) that will only drop are certain # of pieces based on which characters are on that step. They do have the capability to do it.

Checked on test and the open world mobs are still dropping 1 signet - any chance this could be changed for when oow opens ?

Having 6 no-destroy items on a corpse significantly increases the amount of work if someone griefing wants to block content.

Another suggestion would be to have the PoD simply refuse to destroy these items.

Any chance this will make it before OoW?

I'd be surprised. But don't worry you can buy Polymorph Wands now on progression servers so you can look really pretty camping that signet.
