Quest was changed some time back to prevent that workaround so you now have to do the full quest chain the developers originally intended. Game Update Notes: February 20, 2019 - Spear of Fate - It is no longer possible to bypass steps in this epic quest by completing early steps multiple times. - - Hand-ins for this quest can no longer be multiquested.
why?!?!?! whyyyyyy??!?! why can't i exploit and bypass the entire quest to get my loots! whyyyyyyyyyyyyyyyyyyyyyyyyy.... /end scene ok, but really, this change did suck since the 1.5 prequest basically requires you to do the entire epic anyways. i had to spend like a whole day doing my 1.0/1.5/2.0 a while back for shaman #2 and it was horribad.
Many people boasted in the forums(or DBG Issue Tracker). If it was silent, it probably didn't change.
