So I'm aware that this NPC is fairly rare but I have not spotted this guy in months literally. Does anyone have any cool tricks to make him show up or anything?

It's all I have too. I just wish there was something more one could do, He literally has not been seen by myself for months. I would love to buy that book lol.
Every person I asked about it said to go kill the merchants when they go home at night in order to make him spawn. I just waited until someone announced in general chat that he was up. I then ran to Demi Decay and bought the book.
I know he is in the one certain tent closest to the edge on the left side if your looking at the building but does anyone know if the mob that is in there when he isnt the only one who takes that spot?
on povar, just 2 days ago, none of the dealers were selling the patterns / templates. so I killed some when they left their stalls and after 2 rounds a repop had them. Will be same for seller of salvaged souls. kill as many as you can ( cant kill them in their stalls). As far as spawn locations I have seen it in 4 different stalls.
