    What should be the correct percentage of exp loose to this at level 60? I'm seeing 18% loss exp per cast, that seems a bit high.

    That's right for level 60. It may not help at the moment, but by 65 it'll take about 5%.

    Even with them spreading out hell level XP, level 60 is "special" and is a much bigger loss, but also you gain it back much faster.
