Rogue-Pre-Epic steps?

Just wondering what steps are attainable at the moment;
-I know you're able to pick pocket both parchments

I'm not able to spawn stanos, I don't see Anson McBale npc.
Book of souls is either never up when I go to hate or never there, not sure which one of the two.
Never seen Starpyre in steamfont (gnome with smr robe)

I sat at the book spawn in hate for 10+ hours straight with no spawn, so I'm pretty sure it is not currently available.

How far can u take the epics.

Most of the rogue epic specific spawns have been disabled on progression server until Ruins of Kunark is available. We were especially cautious about making sure that the rogue epic was deactivated since it doesn't require stepping foot in Kunark.

I wager even if we had epic Rogues right now, they'd still get passed over for Mages, Necros, Monks, etc.
