Hissing social blade 98/24 = 4.08 ratio Surgeon general 92/22= 4.18 The surgeon has a better ratio. it wont be a ton more dps, but it is more actual dmg pers second. When you add in augs, lower delay weapons get more benefit out of them. with a 10 dmg aug. 108/24=4.5 102/22=4.63 granted its not a ton increase but a 10 dmg aug on 2 delay is .03 better
While it is somewhat uncommon to see something like this, it's not necessarily a step backwards. The ratio (damage divided by delay) of the T1 weapon is 4.083.. and the T2 is 4.18.. When comparing 1 handed weapons, you will want the higher ratio.
