   I've gotten an extra agent when I've gotten a crit on a recruitment quest. Granted, it doesn't happen very often.

   Just going to cut and paste my reply in another thread.
   
   Or maybe they are reversed and the Recruit quests are rewarding 7 for a success and 5 for a critical success. Either way some are going to hate me for pointing that out but I have this really mean honest streak
