Does anyone know if it's possible to make a macro that specifies what language it speaks in?

For instance, can I keep my chat windows set to "Common Tongue" but have a message macro'd that speaks to my group in "Elvish" when I press it? (And only for that one message macro'd.)

    Yes,
line one of the hotkey is /lang 5 (5=# of the lang you want)
line 2 is your message in the channel of your choice
line 3 is /lang 1 (changes back to common)

Awesome! That's exactly what I was looking for. Is there a list of what language is what number somewhere?

Oh btw to find out the language #'s just type /lang
    it will generate the list

Quick note - when you learn all the languages, every language will be a set number.

But as you are learning new languages (and don't have them all), numbers can change. So if you are using your language macros with newer toons, just watch out.

In the same vein as this, on newer toons you will want to be sure that you stop by the guild master for your class every few levels to put in a first point in any language. Just so that you can start learning it faster than by completely passive, plus it puts the languages in your list so you are not missing any.
