The simple answer that comes to mind is that most places charge and exchange rate fee to convert money. SOE is a US company and so they may just be passing that fee on as part of the sale. a $5 fee is common. also the exchange rate do go up and down and so they can't be expected to change the price on the rate that changes daily so it could also be that the 29.99 was closer to the rate when they set the price. 3rd Idea could be the taxes for sale of items over sea could also be passed a long. The simple way to avoid this is to set up a US bank account and by the us version. Some sights may also take your current form of payment so you may not need a us account. but if you don't want to deal with doing the conversion your self then yes I would expect to pay a bit more.
Could be worse, you could be Australian. You will never get the exact exchange rate and even if you do odds are the card will charge a foreign transaction fee. Suck it up, you will have to if you plan to do anything online these days.

Back on topic, there was some talk long ago about having your EQ account in $US and letting your credit card do the conversion which worked out better, but not sure if it is possible to have the accounts team change if for you. Like everyone else from outside of America, you just end up having to pay more, just hopefully it is only a little more.
