   Can't get Phara dar to talk to me in order to turn this quest in. I am in a DZ, not sure if that affects quest turn ins? Ring of scale faction is maxed. Any ideas?

   You need VP 2.0 version of Phara Dar for those quests. VP 2.0 comes out with OoW on TLP,even though it came out during GoD originally. Which is pretty sweet because the loot from the quests would be useful during GoD, in OoW the look becomes completely worthless.
