   If I put a melee proc aug in a fast weapon increase will it proc more often than in a slow weapon?

   It shouldn't unless your weapon is slow enough to not get the ppm it should (like 1 proc per swing but you don't swing enough times per minute to equal your ppm), procs should be standardized to the proc per minute amount (2 base, AA, combat effects, procmods etc boost this every 100 should be +2)
