Asides from necros who love the +8% crit dot from their epic 2.0, what do non-melee (healers, casters) equip in primary to help their game the most?

91+ and especially 96+, I know a lot of healers look for the weapons with the +mana restore/return procs that give you mana when you cast a heal. At least when they're doing their primary function.

most healers I know go for weapons that have the +mana procs in them. most casters it the hate reducing proc.

I can't speak for "most casters" but I've yet to see one that uses hate reducing procs. All caster classes have aggro management tools much more effective than procs. Most casters I know use dps procs.
    Xikteny likes this.

I can't remember when I last saw an hate reducing proc on a weapon. Wizzy epic 2 maybe.

My current weapon is the T4 class weapon from RoF, with a magic proc aug in it. It gives me the full set as it already has a ice and fire proc on it...great for Chelseth raid, I love the wrong spell damage message.

I think every weapon I had before that had either a DD proc or a mana return proc. I just went for what I could get, both DD and mana returns are good. Though I'm not sure how the mana proc from the TS shawl quest effects mana return on other procs.

Indeed; DPS procs, all the way.

Everyone should use a heal target's target aug, and see if we can raid without clerics.

As a shaman, I personally carry one weapon with Sympathetic Hand of Soothing, which is my preferred symp, and one with Sympathetic Remote Healing Surge. Note that this is NOT because I like the latter ridiculous symp, but because I like the weapon itself. (Go to the work to get it, might as well show it around.) As to augments, I use sympathetic damage over time in both, preferring something that won't break root, but boosts my damage when I solo. (Though, trust me, if there were augs for symp hand of soothing, I'd be doubling up on that for my healing weapon.) I refuse to use weapons with mana return or deaggro, because neither is an issue. I don't use direct damage symps because breaking root accidentally can go south fast.

Wizards and mages I know prefer direct damage symps. (No DoT AAs for them, plus it doesn't run into issues of not getting the full effect when it fires on two spells in a row.) Root breaking isn't such an issue for them, either, as their spells carry their own chance to break root.

Some other interesting symps you might consider are Sympathetic Healing Burst, which heals you when you cast damaging spells, and Sympathetic Vampiric Strike, which is a lifetap.
