It's not the luck that is the issue, it's the stats. T1 has inferior stats until 114 for most, 113 for some. At 114 you may as well wait that 1 level for T2/T3 gear (which is what I did). T1 should probably have had the recommended at 113, meaning that the drop in stats from max to min wasn't as wide and would be an upgrade at 111 from T3 TBL/GMM (luck aside).
