Fixed Internally Plane of war defend castle rulvanis - burning tar broke?

I believe this quest may have be broken in the last patch some how. I am in powar in the south west corner. i know buffs / debuffs can block it. so im 100% buffless except for abundant healing and the debuff they can put on me. The mob is 100% debuffless and buffless. I am click my burning tar and getting no emote or even resist message. I obviously have the item so it shouldnt be a flag issue.

I have zoned out and come back several times. thinking it might be because i spawned a bunch of extra assailents and assaulters when i was doing the defender quest i went and killed all of those. I have tried pulling the mobs off the ledge to the bottom of the trench and even over toward the grandmasters door the item does not give me the emotes and the mobs do not recieve the debuff.

Katka's Cause - Selynse's Rings is also broken i suspect i am unable to spawn auras with items in powar. i suspect the final step of this quest Encounter in the Forge may also be broken. unless it spawns a physical item on the ground like the wine part of the defend castle rulvanis

i doubt you can get it into this months patch but if you can i and all aradune / rizlona people would probably be thankful for it.

Confirmed that the quest The Mines of Narikor Quest 1 is also bugged. You cannot spawn the black powder blast.

i understand this isnt a high priority thing but is there any luck fixing this?

after conversing with some people on aradune it appears this may be a rizlona only bug as their quests are working.

but its very easy to verify they dont work on rizlona. go to the mines accept katkas quest back track a little bit then give Selynse the note then try to use the powder immediatly

Burning Tar does not work on The Rathe as well. Along with the Selynse's Black Powder in the caves.
