Overseer Recovery Missions not providing level appropriate tasks

    I've noticed that across two different accounts, one with Recovery at Max (5) and one with Recovery at Level 4, I am exclusively receiving Level 1 Recovery missions.

    Do higher level Recovery missions exist? If so why am I never seeing higher level recovery missions. If not, what is the purpose to leveling Recovery?
