Right now you can purchase using your Daybreak cash to finish a quest early by clicking on Finish Now! when you are at the 10 quest limit. However it doesn't allow you to finish the quest. However it does deduct your Daybreak cash every time you click on Finish Now! The Finish Now! button should be greyed out and unavailable when you are at the cap.
