Overseer -- By account or player?

I am at work. I have maxed out my main toon with Overseer for ever. I just started on my secondary account. God I wish I would have started sooner on that account with Overseer. Anyhow for some reason in my stupid brain I thought Overseer was for EACH character on each account. I never bothered to check -- but I can assume that it's BY ACCOUNT so if I run 5 missions on one toon on one account, I cannot do so again on another toon ON THE SAME account correct? I feel stupid asking or actually NEVER checking! I cannot check now so just wanted to be sure. Cheers.

its by account/server, every server is a different set of overseers, if you transfer a toon to a different server you start over.

Overseer is by account and server. You can start the quest on one character and hit the completion button on a second character that's on the same account and server. But you can only hit the completion button on one character.
