Fixed Overseer agents STILL not recovering while showing they are available in agent tab

Wow! Nice late Christmas/Birthday present. Was logging in before I go to bed to check on when I might have quests to collect on, and on the way, checked a Discord server, where I read a puzzling message about using OS while actively camping, and how it would be unwise as it could freeze my account while 100+ characters were recovered.

So, opened up both accounts, both discords and comprehension dawned as yellow text began scrolling, as agents were recovered.

Considering I was not expecting that for a couple weeks (Expectation management? You clever souls) that was a nice surprise.
