Several OoW DoT spells are specifically named in the 5/20 game update notes: After noticing that the tooltips for these DoTs remained unchanged, I created a level 85 heroic necro on Miragul to test these spells, and after removing all focus effects and casting these DoTs I confirmed that they are ticking for the original, un-improved amounts: Chaos Venom - 473 Pyre of Mori - 419 It's a relevant issue because OoW unlocks next month on Mangler.

Did the mana cost on the OOW spells change? It is just to make it so you don't have to swap out spells and cast several expansions worth of DoTs. For OOW and earlier you still have to swap spells around, for anything newer than OOW, you can use only the current expansion DoTs and get the benefit of the increase in damage, with the higher mana cost.
The mana cost for these 2 spells does not appear to have changed either, but according to the patch notes it sounds like it should have increased along with the damage. As I said, the patch notes explicitly name OoW spells. And as Soulbanshee pointed out, one of the OoW spells (Grip of Mori) did in fact have its damage increased. Knowing these things, the notion that the changes were only intended to kick in after OoW doesn't make sense. Basically in order for that to be true, it would mean that both the patch notes were incorrect (for Pyre of Mori and Chaos Venom) AND the wrong spell was accidentally buffed (Grip of Mori).
OoW went live on mangler last week; necros there are still using the original, unimproved versions of these spells.
The named spells are where the stacking changes begin - Pyre of Mori doesn't stack with Pyre of the Fallen or anything higher in the line, just like Chaos Venom doesn't stack with Vakk`dra's Sickly Mists or anything higher in that line. In all cases, the first spell that starts the stacking rule doesn't get more damage because it's not 'rolling in' any damage from lower level spells it doesn't stack with. I tried to keep the patch note as simple as possible but that made it imprecise. Sorry for the confusion, but the damage you see in game for the spells in question is what was intended.
