NPC Davorre Bloodthorn not spawning in Paineel (Oakwynd)

    I have checked for the NPC Davorre Bloodthorn (https://everquest.allakhazam.com/db/npc.html?id=4824) for days in the Shadow Knight guild in Paineel, but he is not there. According to resources online, he is available for a Classic-era quest. Can you see if there is an issue with him spawning?

    In the original, Paineel appeared two months before Kunark (February 17, 2000).
    TLP may add him in Kunark era.

    I don't think this will be the case, because he did not spawn in Kunark on Yelinak. That is where I originally noticed the issue. If he unlocks past Classic, his quests are somewhat irrelevant due to the increases in power level over time. I believe he should be a Classic unlock.
