It would seem that the timer on some veteran AAs such as Experience Recovery are now shared by all characters that have Vet Rewards turned on for that account. Is this a new nerf or some kind of bug?
Known graphics glitch. The vet AAs sometimes appear shaded, but if you try to click them, they will still work as they are supposed to.
Open the AA window and check the actual timer displayed for the particular AA. You likely find it says Ready even though hotkeys are screwed.
